Here's a FAQ. Lemme do this as fast as I can. Three, two, one, half of one, and ... guh-
1: Can I make this article?
Sure, it depends.
1.1: What articles count?
You have to follow Chaz Wiki:Rules before making articles. See if it breaks any of them. A big rule is rule 4: no NSFW. Look it up before ya make an article about naked people, son.

Well, for starters, meme articles are allowed. Just put them in the meme category (see Help:Editing before you cry about it.), as it exists.
