Here are the explanations for each rule.

Rule 1

Don't mess with other people's pages
This is in place because users on Wikipedia commonly edit articles to create fake information. This is called vandalization, and it is very bad for a wiki's infrastructure. Doing this to a user's page is even worse, as it may make the user seem like something they they are not.

Rule 2

Don't use other people's characters if they know about this wiki
Imitation is the sincerest form of flattery, but it can also be disrespectful. You can do what you want with the characters, but you'll have to give credit. As well, please
use the characters as they already were!
Making a character not how they are supposed to be makes them seem as if they are that way, with they are not.

Rule 3

REMEMBER YOUR PASSWORD there's like 5 accounts people have made, then they made a new account probably because they forgot their password
This was so common it had to be put on the Main Page:
DON'T MAKE ANYMORE ACCOUNTS YOU HORSE EGGS
If you make a account, make a password that isn't just 90 bazillion random characters you can't remember. Your account is your identity, which means you where constantly changing your identity, which nobody wants.

Rule 4 a. k. a. Rule 3(4)

No NSFW ok? Not safe for work, a. k. a. NSFW is Internet slang or shorthand used to mark links to content, videos, or website pages the viewer may not wish to be seen viewing in a public, formal, or controlled environment. The marked content may contain graphic violence, pornography, profanity, nudity, slurs, or other potentially disturbing subject matter. Environments that may be problematic include workplaces, schools, and family settings. NSFW has particular relevance for people trying to make personal use of the Internet at workplaces or schools that have policies prohibiting access to sexual and graphic subject matter. Conversely, safe for work (SFW) is used for links that do not contain such material, especially where the title might otherwise lead people to think that the content is NSFW.

English is the most used language in the World, and it is the language on the internet. Even if you have to use a translator, that's good enough for Paxton. I don't think he'd like to learn another language anytime soon.
